If you really, really want to pay for tutoring then stop by the Undergraduate Office 4006 Young Hall as they have a list of private pay tutors.
[Please note that my UAs, TAs, and myself, cannot be involved in private-payment tutoring for students in my classes.]

I think it's be best to sign up for AAP sessions before week 3 starts.
To sign up for AAP you can go to your myUCLA and under the 'Academics' tab you can find peer learning which is where can find several tutoring sessions. If you aren't sure if you meet the requirements for AAP you can visit Campbell Hall or call the office there.

I believe you must be part of AAP to attend sessions.
There are four ways to be eligible for AAP.

This is a good resource. As is AAP tutoring.
Don't forget to use the 60 hours every week of peer learning sessions and office hours.
See times on my class website.
I am supervising 30 UA and TAs and meet with them 3 hours every week (in addition to many email).
I also see attendance. Some are very small groups and are practically one-on-one tutoring sessions.
Why pay for private tutoring when I have organized 60 hours free every week for my students.
Plus my class has Chemistry Community 24/7 for questions, answers, discussion, announcements, and even good humor! See jokes section.

I would say so. Often, they already have topics that they think we should cover, but they're always open for suggestions.

Look for tutoring with some of the academic frats! Also, I'm sure you can just ask some upperclassmen and I'm sure they would be happy to tutor for a relatively low price.

When are the review sessions for the tests/midterms/final exams? Are they going to be by discussion section/with TAs or independent?

They are usually every day for the week before the midterm and final exam, held by TA's and UA's outside of discussion section (independent). The times and rooms will be announced closer to the midterm date and final date.

If you are a second year taking this class you probably already know people who took the class freshman year. It's not a bad idea to ask around to see if any of your friends are willing to help you out/tutor you because they see you all the time/can hold you accountable.

To add on to all the comments already posted about the different tutoring programs offered at UCLA, I personally found attending TA office hours helpful. From the TA office hours I have been to, I was able to get a lot of my burning questions answered when I was not able to ask them during lecture or discussion. In addition, the TAs were able to personally guide me through the different problems.

You can also check the websites for more info on their Step-Up program! I heard it's really helpful and thorough with their explanations.

There a lot of office hours, lots of workshops, and step ups! If anything it is also helpful to find a study group to help each other out!

You can go to tutoring with AAP. You can enroll to a session on myucla, under peer learning. I believe they are still allowing people to enroll.

There are also a lot of office hours (step-up, drop-in, and workshops) that are up on the hill, which are a very convenient for students living on campus.

There are multiple step up programs and workshops as well as office hours that you might want to try before looking for an outside tutor who might not be as familiar with the specific material we need to know.

On some occasions, you can contact your TA and try scheduling an appointment outside of office hours to get further assistance.
