Does this happen when the frequency of light decreases? Why?

Yes, essentially the electrical field corresponds with the amplitude, so as the frequency decreases, the waves become wider and the extent of change (the slope of the wave) decreases.

Yes because as frequency changes, the waves become wider and longer, which means the slope decreases as well.
