I believe so! You can also just memorize that a certain shape will have particular angles.

I think if you are given a structure name or you can determine the structure based on a chemical formula, you can also determine bond angles, you do not need to draw the molecular shape, but it can be helpful to visualize it.

I agree with the comments, drawing the the molecular shape is the best way of figuring out the bond angle. It is also a good idea to think of the model in 3D so that the bond angles are easy to figure out.

You could also have them memorized by considering 360 degree planes and types of repulsion that are going on in the molecule.
