For part a of the problem it is asking If there can be any lone pairs for a molecule with a 120 degree angle. I would think no because adding any lone pairs would make the angle LESS than 120. Although, the answers is "must have lone pairs"

Since the the shape is bent, there must be a lone pair, although you are right, it should be less than 120 degrees.
