Are strong acids and strong bases always completely ionized in water?

yes, they always completely dissociate

In class, I believe Dr. Lavelle said that they truly only come very close to complete ionization, but for the purposes of this course we will say that they are ionized 100%.

Yeah in lecture, he stated that strong acids and bases are completely ionized in water and weak acids and weak bases are not. So, for the scope of this class, you can say 100% dissociated.

For this course, we assume that strong acids and bases completely ionize in water for calculations.

I believe the book refers to this as completely deprotonated as well.
