Technically it is possible in certain conditions, but there are usually more acidic species in the atmosphere that over power the basic species and result in rain usually being slightly acidic.

I don't want to say 100% no but it would be highly unlikely as acidic rain occurs due to nonmetal oxides in the atmosphere such as CO2 and for basic rain to theoretically occur there would need to be basic oxides in the atmosphere which doesn't occur in large enough quantities to make the rain basic

Its probably possible on a different planet but since our atmosphere has a lot of CO2, probably not on earth.

It might not be possible on Earth because other than CO2, there are other pollutants in the air that result in slightly acidic rain.

I don't think it could physically happen in the conditions present on earth but it is certainly chemically possible.
