How does dispersion work? How can a dipole be induced then induce another?

London dispersion forces, also known as induced dipole-dipole forces are temporary forces that from between all molecules. They occur randomly and constantly occur when the electrons in molecules are distorted creating temporary positive and negative charges which attract but go away once electrons reorientate themselves
