Why do we include "bis" for oxalato for the complex [RhCl(OH)(C2O4)2]8H20 ?

It is bis when naming the complex because there are 2 molecules of oxalate in the complex. Since oxalate is polydentate, different prefixes must be used so you use bis- for when there's 2 of them.

Another instance where you'd use the bis-, tris-, etc... prefixes is if the molecule you're naming already has prefixes like di-, tri-, etc... (e.g. (O2)2 -> bisdioxygen not didioxygen or (ea)3 -> trisethylenediamine).
