When discussing coordinate compounds and their charge, why do we say that H20, amongst other molecules, have 0 charge?

H2O has a zero net charge because it has the same number of protons and electrons overall. However, it is highly polar at the hydrogen and oxygen ends.

H20 is neutral because if you draw its Lewis Structure, you can see that there is no formal charge on either the oxygen or the hydrogen.
