Why is the lowest energy resonance structure not one O double bonded to the Cl and one O triple bonded to the Cl, with one lone pair on the Cl, which would give the Cl a formal charge of 0 and the O a formal charge of +1. It's actually both O's double bonded to the Cl, with one lone pair on the Cl, giving the central atom a formal charge of +1 as opposed to a terminal atom.
