Why is this statement incorrect?

A question from the midterm identified the statement "the lowest value that the magnetic quantum number ml can take is -9" as incorrect. Can someone explain WHY it is incorrect?

for ml to be -9, the l value must be at least 9 and the n must be at least 10 which does not exist and it purely theoretical

The quantum number is n=9. Then after is l, the subshell, and l = 0 through 8, remember that l = 0 through n-1. The question asks for magnetic quantum number ml which is -l through l, so it is -8 through 8, so the lowest value it can take is -8, not -9 (because l is 0 through 8).

On the midterm it says for an atom with the quantum number n=9 so this implies l has to be smaller than 9, the lowest ml would be -8
