Can anyone explain the concept of a strong acid being leveled?

I believe a substance can be leveled by a solvent.

So in the case of a strong acid, if it is dissolved with a solvent that is a strong base, it is “leveled off.”

Both solute and solvent become more neutral

A solvent reacts with an acid to make it more neutral and that's why it's "leveled off"
