I do not understand how the inner diameter and the amount of depression helps us solve for the change in volume?

The values given in the problem does not include the change in Volume. The pipe is a circular surface and to calculate its volume it would be pi * radius^2 * height. In this case the height would be how much the pipe decompressed. Thus to get change in volume you have to find radius which would be half of the diameter.
