It is sealed and insulated so it is unable to exchange matter and energy with its surroundings.

Another thing to remember is that isolated systems don't have change in internal energy (deltaU=0), meaning q=-w.

A bomb calorimeter is an isolated system because it prevents energy and matter from interacting with the surroundings of the system, hence the definition of an isolated system.

The internal energy of an isolated system is constant, and the entropy of an isolated system increases in the course of any spontaneous change, according to the first and second laws of thermodynamics.

a bomb calorimeter is an isolated system because no matter or heat can be exchanged through it.

It is so closed that matter cannot exit or enter the system and it is so insulated that no energy or heat can escape by way of changing pressures or temperatures
