E standard

Does the standard reaction potential change when you manipulate the half-reactions?

In some aspects no, however, if the reaction is reversed then the sign is flipped other than that I think that it remains the same.

it depends, the half reactions ought to be balanced, otherwise your standard reaction potential will not really make sense/be the right number.
