Adding H+, OH- and H20

Can someone please explain when to add H+, OH- or H20 when balancing redox reactions in acidic/basic solutions?

For acidic solutions, first balance O by adding H2O, then balance H by adding H+.

For basic solutions, first balance O by adding H2O, then balance H by adding H2O to the side of each half reaction that needs H and adding OH- to the other side.

H2O and H+ are used to balance out the numbers of oxygen and hydrogen atoms in the reaction, look at 14.1 in textbook for an example

When do we know when to add H2O on both sides?

For a reaction in acidic solution, when there are unbalanced oxygens you would add H2O and then to balance out the extra hydrogens you would add H+. I'm not sure if that answered your question?
