6M.13 in 7th edition

in part d, the reduction equation is: O3(g)+H20(l)+2e- --> O2(g)+2OH-

Why does OH-(aq) come before O3(g),O2(g) in the cell diagram, when it is a product of the half reaction?

For the cathode side of the cell diagram, aqueous compounds are written before gaseous compounds. I am unclear about what you are asking in the second part of your question.
