Finding Order for Each Reactant
When finding the order for each reactant to write the rate law, does the order of the concentrations matter when you compare experiments (for example, should it be rate 2/rate 1 or rate 1/rate 2)?

It doesn't matter what the ratio is but you should logically get a whole number as 1/4 doesn't make sense when dealing with rates and n value. In one of the cases you will have to flip the ratio after you do the calculations.

it doesn't seem like it should matter but i could easily be wrong

It doesn't matter what order you go in, you just have to make sure the ratio of the rates is in the same 'order' as the ratio of the concentrations. For example, rate 1/rate 2 = k [A]1 / k[A]2.

Re: Finding Order for Each Reactant
as long as the ratio of the the rates correspond to the concentrations that come along with them.
