How do you know which elementary step will be approximately at equilibrium?

the fast steps will be at equilibrium

Adding onto this, the slow step is the rate determining step.

The pre-equilibrium approach shows that the fast step before the slow step will be at equilibrium, while the slow step will be the rate determining step.
