Help with the question: rank in order of increasing oxidation power going from their second oxidation state to neutral: Ti2+, Sn2+, Mg2+.
What lets us know their rank?

You would have to refer to the standard reduction potential chart. The more positive the value of E⁰, the stronger the oxidation power.

So -0.1 has more oxidizing power than -0.02, with any positive value having the strongest oxidizing power compared to these two.
