Why can we use the stoichiometric coefficients as the order of reactants?

It essentially tells you the relevance of that particular element to the overall reaction. Do note though that you can only do that if you are looking at the rate limiting step

We can use the stoichiometric coefficients when writing the rate law for elementary steps but not for the overall reaction. Given the overall reaction, the exponents on the concentrations for the rate law do not necessarily have to match the coefficients.

rate laws can be written directly from the molecularity of each elementary step. this is because elementary steps directly show how molecules collide in each step of a proposed mechanism.
