The Balmer series includes all spectral line emissions that have a final n value of 2 while the Lyman series includes all spectral line emissions with a final n value of 1. Because they are all emission lines, the initial n value must be greater than 2 and 1 respectively.

Also the Balmer series deals with visible light while the Lyman series deals with ultraviolet light.

Why do these series start at n=1 and not n=0 even though n=0 represents the s orbital?

The Balmer series releases electrons to the n=2 level and happens in visible light while the Lyman series releases electrons to the n=1 level and happens in UV light.
