It's when the electrons of the anion are attracted to the cation, therefore causing the shape of the electron density to change.

when the electrons in the electron cloud of the anion are attracted to the the nucleus of the cation in such a way that the cloud shifts toward the cation

To add on, electron distortion causes the shape of the electron density to change due to the electrons in the anion to attract to the cation. This causes ionic bonds to have covalent bond characteristics because the the electrons will be slightly closer to the cation.

Highly distorted electrons are described as being HIGHLY POLARIZABLE, which results in an ionic bond with more covalent characters.
