double bonding with halogens
Do the halogens like fluorine and chlorine never form double bonds in lewis structures?

Fluorine likely does not, but since chlorine is in the n=3 group, it can form double bonds because of the technical presence of d orbitals.

No because halogens only want one more electron. So by having a single bond, they fulfill the octet rule.

Chlorine can form double bonds if it is the central atom because it can utilize its 3d orbitals to have an expanded octet. Generally, when bonded to a central atom, halogens usually form single bonds.
