Do all molecules have dipole moments? If not, when do dipole moments occur?

I think molecules have dipole moments when one atom is more electronegative than the other, such as water.

Dipole moments occur in molecules whose atoms have a high enough difference in electronegativity to create partial positive/negative charges.

All molecules have dipole forces. However in class, we will most likely only focus on the electric dipole moment (a partial positive charge next to an equal but opposite partial negatvie charge) that are formed by two atoms in a polar covalent bond.
