Dipoles usually cancel when the dipole moment of two atoms are facing the opposite direction.

Dipole moments cancel when there are moments facing in opposite directions, effectively canceling each other out.

The dipoles are vectors, and when they are equal and opposite to to each other, they cancel out.

Dipoles cancel if the molecule is completely symmetrical (like in the trans-dicloroethane example from class).

When the dipoles are facing opposite directions, they will cancel out.

How do you determine dipole moments? Is it just based on the atoms in the periodic table?

Dipole moments can be figured out based on electronegativity differences, and electronegativity has a strong correlation to the atom's position on the periodic table. So, yes, @ Leslie; but it's worth it to remember that the periodic table was based on periodic trends and not the other way around.

They're kind of like vectors and cancel when they face the opposite direction.

In a molecule, dipole moments cancel when there are two equal dipoles oriented in the opposite direction.

Dipoles cancel when dipole moments of equal strength go in opposite directions.
