Lone Pairs

why are lone pairs more likely to be found in certain locations around a central atom?

I think it has to do with the fact that they should be in a position to be maximally repelled from the under lone pairs present.

Lone pairs position themselves in a way where there is minimal repulsion.

They arrange themselves to experience as small amount of repulsion as possible.
