I believe Ka only focuses on the formation of acids (i.e. HCl -> Cl- + H+) so thus water won't really apply here.

Water is considered to be neutral because it is neither an acid or a base, so it does not affect reactions of acids and bases. Rather, the acids and bases affect the water

Water is left out of calculating Ka because it is neutral. Therefore, it doesn't really affect anything in the formula, and doesn't change anything if it's left out
