neutralization

Can neutralization only occur between a strong acid and metal hydroxide or can it occur between weak acids and bases as well?

Weak acids and weak bases can neutralize strong bases and strong acids (respectively) if they are present in concentrations that allow them to do so. The concentrations can be determined by using the Ka equation.

As long as it's a base + acid = salt + H2O, then it is neutralization

When a weak acid reacts with an equivalent amount of a weak base, it won't neutralize completely -- it depends on the equilibrium constant K for the reaction. But if the concentrations of a weak acid and strong base are equal then more volume of the weak acid would be needed to neutralize that strong base, and the same goes for weak bases and strong acids.

As long as an acid and base react to form salt and water it is considered neutralization
