In problem 4A7 where does the constant 4.18J/(Cg) come from? (this constant is used in the solution manual but not given in the problem)

4.184 is the specific heat capacity of water as a liquid. You should be able to find it in the appendix.

This constant is very commonly used because a lot of problems deal with a change in temperature of water. It can also be found on the constant and equations sheet on the class website.

That is the specific heat of water, the amount of energy needed to raise one gram of water one degree celcius.
