5a) Balance O3 + Br- → O2 + BrO3- taking place in basic solution.
Answer: 3O3 + Br- →3O2 + BrO3-
In order to get this answer, the two half reactions were:
3 x (H2O + O3 + 2e- → O2 + 2OH-)
6OH- + 3H2O + Br- → BrO3- + 6e- + 6H2O

I thought that no electrons were being transferred from O3 to O2, but then I looked in Appendix 2B and that's how I got the first half reaction. My questions are: why is the half reaction the way it is and are we supposed to know this on our own?

I think we should be given these half-cell reactions on tests, because it would be very hard to know them right off the bat. The reason for why O3 -> O2 still transfers electrons is because although O3 is neutral overall, it still has partial charges on its individual O atoms.
