For part a, we're asked to write the rate law of the reaction. I understand the general way to determine the reaction orders, but how would we know to compare experiments 2 and 3 for reactant B? Why couldn't we compare experiments 1 and 3 instead?

You can compare experiments 1 and 3 since the concentration of B is changing and the concentration of C is constant.

You just need two experiments that have the same concentration for both experiments so you can cancel them to find the order of the one with different concentrations.
