This information should be given to you by the problem as there is no way to determine whether one reaction step is faster or slower than another. Just know that the slow step determines the rate law and if there is an intermediate in the slow step, treat the fast step above it as an equilibrium and use it to replace the intermediate so it is not in the rate law.

the question will usually indicate which step is the fast step and which is the slow step as we have not learned a process for determining slow steps yet
