I believe that the pseudo rate law is essentially increasing all but one of the reactant concentrations, making them basically constant. This makes small changes in the small concentration significant by isolating it.

In a pseudo rate law you assume that the other reactants are in large excess and you measure the isolated reactant

For the pseudo rate law, you would write the rate law in terms of the reactant that is in excess. Thus, you would substitute k' for k[reactant that is maintained at its original concentration]. For example in the reaction A + B --> C, and B's concentration were increased so that it would be in excess, rate= k'[A] where k'=k[B].
