An elementary step is one that occurs within a reaction to produce the final products shown in the final balanced equation. It is not typically show in the final equation and includes intermediates.

Elementary steps show all the individual collisions that lead to a final product, including the formation/consumption of intermediates. The elementary steps represent what is happening on a molecular scale in between individual atoms and molecules.

Yea the elementary steps are all technically considered steps to the reaction mechanism and if the reaction mechanism is proven as viable, it becomes the reaction rate law
