I think if the amount of water that is added is given then you can use that value to recalculate the concentration of the solution the water is added to. If the concentration of the solution is changed then there will be a change in the voltage

If it's a concentration cell, adding water will affect the concentration, and that will in turn affect the voltage.

Adding water to concentration cells would alter the molarity of the reactants and thus would have a change in the value of the voltage potential. However in a voltaic cell, adding water to either the anode or the cathode would not change E.

Yes, water will affect the voltage of a cell because water concentration will change.

Yes water is able to affect the voltage because it affects the concentration of the solution.

Yes, water changes the molarity of the concentration and changes the voltage in turn. If there is water added in an example, you would have to factor that into the molarity before calculating the voltage.
