My email stated: "I will have class this Wednesday but all discussion sections and office hours on Wednesday Nov 11 are cancelled."

Very clear it is only Wednesday Nov 11 discussion sections and office hours that are cancelled.

Yes your TA will communicate with Wednesday sections to attend another section and/or one of their office hours will be a discussion section.
