Why is a double bond considered a nucleophile?

A double bond is considered a nucleophile because it is a region that is electron rich.

It is helpful to think of anywhere where there is a lot of electrons (double/triple bonds or lone pairs being the most prominent) as an electron-rich area that will contribute to making a nucleophile.

It is also easy to note that the double bond is what will be broken to provide electrons to the electron deficient molecule (electrophile).
