More or less nucleophilic?

How do you know if something is more nucleophilic or less nucleophilic? Is it based on where it is on the periodic table?

I believe that it is based on the electronegativity of the molecules that you are talking about. A higher electronegativity means that the molecule is more nucleophilic.

Yes, so it's based primarily on the electronegativity and the charge of the molecules.
