When we name do we use the numbers first regardless of substituent or do we write each substituent in alphabetical order first then the number order?

We do write each substituent in alphabetical order first and then do the number order when naming the structures.

I'm not quite sure what you mean by number order, but you want to give your substituents the lowest number possible regardless of its name. When you go to write the name, you only need to adjust the numbers if the new numbering would result in the same numbers, but puts the lower number on the first alphabetical substituent.
