You must compare the unknown cobalt to the known charges of the ligands while also considering the total charge of the complex. Here, NH3 is neutrally charged, SO42- has a 2- charge, and overall the complex has a charge of 1+. Therefore, if cobalt is given a 3+ oxidation state, it will be added to the 2- of the sulfate resulting in the 1+ overall charge.
