resonance and delocalization

does having resonance mean that there are also delocalized electrons?

Delocalized electrons are not associated with a single atom or covalent bond, so yes, a resonance structure would include the movements of delocalized electrons.

Yes, since delocalized pi-bonds mean that pi-bonds are able to move around, so resonance would mean pi-bonds would be delocalized.
