In the solutions manual it uses the equation avg kinetic energy= 3/2RT, what is the R referring to? The pressure constants?

Yes, in the average kinetic energy equation R represents the ideal gas constant: 8.3145 J/K*mol

Just want to add on: R is gas constant that has different value when its unit varies, but the most common one we use in thermochemistry is 8.314 J·K-1
·mol-1
