Yes, water is always necessary to balane the oxygen in both basic and acidic solutions. In basic solutions, water is also needed to balance out the hydrogen.

Yes always, however when balancing these reactions make sure that all of the Hydrogens AND Oxygens are balanced, otherwise the reaction will be out of place

Yes, you can use water to balance chemical reactions. Also a note .. make sure that the charges are balanced as well.

Yes, it is used to balance out oxygens and the hydrogens in redox reactions.
