Because C is a zero order reaction, is that why we disregard it when trying to find the orders for a nd b?

Zero order means that the rate of the reaction is independent of the concentration of the species.This is why it is disregarded in the rate law and therefore also in finding the order of A and B.

this reaction IS a first order reaction because the rates are directly proportional to each other
