### Slow Steps

In lecture on Friday (I believe), Lavelle discussed how the reaction between NO2 and CO in a series of steps in order to determine the rate law. The rate law was determined by the slow step of NO2 and NO2 reacting giving the rate law of k[NO2]^2.... if the slow step had been the reaction between NO3 and CO, would the rate law have been k[NO3][CO] hypothetically?

Yes; the overall rate law is governed by the slowest elementary step, since the overall reaction can only go as fast as the slowest step permits. The slowest elementary step is thus also known as the rate-determining step.
