Is rate of formation always the concentrations of the reactants of the rate determining step times k. also I didn't get what the solution was saying about second order

Yes, the rate law is based on the rate determining step/slow step. It's second order because it depends on the concentrations of two different elements ([NO] and [Br2]) making it bimolecular.

would the unique rate for the formation of NOBr have a coefficient of 2?
