For problem 23, you have to convert eV to joules, where does the number 1.6022 x 10⁻¹⁹ J*eV⁻¹ come from ?

It describes the relationship between electron-Volts(eV) with Joules(J), so this number is needed in order to convert eV to J.

electron-Volt is the energy of an electron in a potential field of 1 Volt. 1 Volt = 1 Joule/Coulomb, where Coulomb is a unit of charge. From Milliken's experiment, 1 electron has a charge of 1.60 * 10^-19 Coulombs. So, multiplying this number by the volt, gives the relationship you asked.
