In the full reaction, reactant O3 is in an aqueous state. Why is it that when we are writing the half reaction O, O3 is in a gaseous state?

I think this may actually be a typo in the solutions manual. If I am not mistaken, they should have used the same phase (aq) for both.

Please correct me if I'm wrong!

I agree! I believe it's a solution manual error, so I wouldn't worry about it too much.
