I'm just curious as to why the solution manual in part a explains that we need to have 800 ml of water in the 1.00 L volumetric flask and then fill up to the mark... why are multiple steps necessary, couldn't one just take 31ml of the concentrated nitric acid and then just fill the flask with water?

I believe that in the solutions it is telling you how you would do this in a lab situation, and when you are mixing acids and bases you must always add the acid in order to the water and not the other way around so the exothermic reaction that occurs during mixing can be somewhat limited, but the amount is the same.
